I can't change the country of the account from Turkey to Ukraine

I can't change the country of the account from Turkey to Ukraine. I don't see the option to change the payment method. I wanted to add a credit card of the Ukrainian bank as a new payment method. This was possible before. Please explain the procedure. The subscription ends in February 2026.
