why are there so many bootleg "sped up", "slowed down" versions?

It seems that Deezer is full of clearly fake artists profiles that just post full tracks from other artists but with different speed, I had to block 3 or 4 just today and more of them just keep appearing!

Like, is it THIS easy to scam other artists off of revenue on deezer?
