if you are in a region where Deezer Free is available*, then yes, ending your Premium subscription will drop you to Deezer Free where you will retain your playlists and all your favorites (but you will lose downloads).

*The list includes the United States, Brazil, Germany, France, Canada, Great Britain, United Arab Emirates, Belgium, Ireland, Saudi Arabia, Turkey, and Ukraine. 

United States limitations:

In the US, Deezer Free is exclusively for mobile devices. Users accessing Deezer Free on their desktop or browser can only listen to 30-second song previews. 

if no Deezer free is unavailable, then everything goes into the void, no tunes for you
