Why isn't it possible to create a child account that doesnt have admin priveleges?

The kid can just easily change the settings. This is one of the stupidest oversights I’ve ever seen in an on-line family account. Especially since I see threads from two years ago adressing this and it was never fixed. Correct me if I am wrong about this, please.
