What is real reason of "not available in your country" for Deezer

I would understand when it would caused by implemI would understand if it was a language issue, but why is the English language voice control service geographically enabled? Subscribers from most countries do not have access to language control. But what is it? It's similar to if voice control, for example, of a vacuum cleaner only worked in China. The vacuum cleaner can speak English, so it can be controlled in that language as well. Why doesn't it work with Deezer?
