downloaded shuffle does not work offline

I'm unable to use the shuffle of all my downloaded playlists offline, even though each separate playlist works offline. When I use the shuffle online it mostly plays random songs from all other playlists as well, especially songs I almost never listen.. Offline it only reminds me I'm offline and have to reconnect. I do, and then play shuffle and then go offline again but get the same text complaining I'm offline.
