I want to pay for deezer but google play won't let me. They are asking me to provide sensitive information that I don't feel comfortable with but they will not unsuspend my account unless I do. Can I have a deezer subscription without going through Google play?

Only for your information if you needed in the future, the payment method available on Deezer are: PayPal, Visa, Mastercard, Amex and Apple Store.
If for any reason you needed to change your payment method you just need to follow the procedures described below.
All you need is a PC/Mac:
1- Log in to your Deezer account
2- Click dzr.fm/paymentupdate
3- Click on Payment Method 
Select Change Payment Method and enter your new details (Note: These changes will take effect on your next payment).
Note: Some methods of payment require that you cancel first, wait until account is free and them you can subscribe with another method of payment
