Artists in Flow based on location (undocumented)

My music tastes have zero spanish-language artists (primarily 80-90s rock/metal and electronic) and I live in a very culturally mixed area. Somehow, when I am playing my Flow at work (in a spanish-dominant area of town), several spanish-language artists are loaded on my Flow (in genres I don’t listen to).

My only option to stop this behaviour is to repeatedly select "Don't recommend this artist" to get it back to something I actually want. It's almost like the location recommendations (which I don't see any way to control or disable... and seems to be undocumented) are preferred over my actual goddamn preferences.

PLEASE DISABLE LOCATION-BASED SUGGESTIONS AND ADD CONTROLS FOR USERS.

To be clear, this happens on multiple devices spanning Android, iOS, and browser playback; so it is NOT related to the app cache, as that seems to be the only damn solution offered.

I ONLY get these undesired tracks in my Flow at my specific work location.
