To resolve Deezer download issues on your Android phone, try clearing the app's cache and data, reinstalling the app, ensuring you have a stable internet connection, and confirming your Deezer account is a Premium plan. 

Also, check that you have enough device storage, that you are downloading favorited tracks or playlists, and that your phone's battery saving mode is off.
