Deezer setting under disk usage-→ Change storage option seems to be missing on my devices. Is that option taken away or under which condition will that be availble?

In my Samsung phone, I have just installed a very small SD card and immediately I got that option to change location of the data.
Could it be possible that SD card installed on your phone might be faulty or with an incorrect format? The best format is FAT32 that is compatible normally with the common devices.
Maybe you can also try with different SD card of different storage capacity as each mobile device has is own limitations.
