I'm gonna change my phone soon and install deezer app on my new phone, If I sign into my account on the new phone will the downloaded albums be on there as they're saved to my micro sd card or do I have to redownload them which itself would be a pain.

As far as i know the OS links the download folder on SD card to the installed Deezer app. So a folder initialized by the Deezer app on another system imo won‘t work.
A fresh app install always needs to redownload the files, even after reinstalling the app on the same device.
