Why doesn't Deezer allow you to control the songs on another device (e.g. TV) like a Spotify and Apple do etc.?

Short answer: Because it hasn't been programmed yet. 😐
So far, you can only control other smartphones with deezer as well as the web version and desktop app with a smartphone (Android, iOS).
As far as I know, it should shortly be asked which systems (Alexa, Sonos, etc.) should be connected. What is most desired has a chance of being able to be controlled.
