You can play „local“ downloaded Deezer music content. And via Deezer web interface you are able to upload your own mp3 files to Deezer. They will be found in a playlist of your favorites called „my mp3s“.
But Deezer and also no other streaming service will play your personal music files stored on your device directly. Deezer isn‘t a music player app for local device content, it’s a streaming service playing the music files from its server.
